Save potato water. Boil beets until tender. Combine beets with potatoes and potato water. Add salt, milk, and butter. Add a bit of water to the flour to thin it, then mix it with the sour cream. Pour some of the hot soup a little at a time into the sour cream mixture to mix well. The add it into the rest of the soup. Bring to t a boil. Add vinegar and sugar to taste.
