| 3 cups | flour |
| 1 1/2 cups | sugar |
| 4 tsp | baking powder |
| 2 | eggs |
| 1 cup | milk |
| 1/2 cup | oil, (or 1/4 cup oil and 1/4 cup applesauce) |
| 1 cup | raisins |
| Topping | |
| 1/2 cup | brown sugar |
| 2 tbsp | flour |
| 2 tbsp | butter |
| 2 tsp | cinnamon |
Preheat oven to 375 degrees. Mix the flour, sugar, and baking powder together. In a separate bowl mix the eggs, milk, and oil. Combine with the flour mixture and mix well. Pour into greased 9x13 pan and spread evenly. Mix the topping mixture making sure to fully cut in the butter. Spread the topping over the batter. Bake for 25 minutes.
