    2 lb  beef stew meat
    2 tbs  olive oil
    1 tsp  sugar
    1 tbs  flour
    2 tsp  salt
    1/4 tsp  pepper
    1 tsp  chili powder, (optional)
    1  bay leaf
    1/4 tsp  thyme
      savory, alternative
    4  cloves
2 tomatoes or canned 1 green pepper coarsely chopped
    2 cups  beef stock
    1 cup  boiling water or more stock
    6 small  potato pared & halved
    6 small  carrot scraped & halved
    6 small  onion peeled
    4 stalks  celery sliced
    1 cup  peas

Brown meat. Sprinkle w/ sugar & brown until well seared. Dust lightly w/ flour & continue browning. Move to crockpot. Add drippings if possible. Add seasonings, cloves, and vegetables, stock, & flour. Cover & cook 5 hours. Add peas after cooking.
