8 oz | finely chopped spinach, (frozen is fine) |
1/4 c (1 small can) | tomato paste |
1 c | white wine |
1c (1 small can) | tomato sauce |
1 c | water |
1c | beef stock |
1t | dried oregano, crushed |
1/4-1/2 t | crushed red pepper flakes |
2 T | flour |
2 c | skim milk |
1 c | low fat mozzarella, grated |

In a 400 degrees oven Bake garlic in 2 T olive oil for 15 minutes or until softened.
Bring 3 qt pot of water to a boil, salt and add pasta. Cook 6 minutes.
Place spinach in colander and drain pasta over it.
Meanwhile, in a 12" oven proof skillet (I used cast iron), swirl 1 T olive oil (from baked garlic). Break up meat and brown in skillet. Remove meat, add 2nd T of olive oil ( top up if necessary) swirl and then add onion and carrot. Crush roasted garlic into pan. Add tomato paste, stir for 1 minute. Add wine and stir for one minute. Add tomato sauce, 1 c water from empty sauce can, 1 c beef broth, oregano and pepper flakes. Adjust seasoning to taste (more salt, pepper or add black pepper). Simmer over low heat for a few minutes while preparing white sauce.
Sift flour into emptied pot from pasta. Whisk milk into flour and stir continuously until sauce thickens. Season with salt and pepper, if desired.
Add pasta and meat bake into skillet, stir gently to combine. Top with white sauce and then cheese. Bake until cheese is nicely browned. Makes 4-6 servings.
